The Wraparound Program's official name is Wraparound Turning Point Full Service Partnership. Wraparound is a team of professionals, specialists, mentors and extended family members who work together to connect and wrap a youth and family with services and systems of support to maintain youth in their homes. The program is designed to meet the unique needs of each child by requiring family participation and focusing on the strengths of the family. The program serves up to 75 high risk/need youth from Probation, Human Services Agency or Behavioral Health and Recovery Services each year.

The County entered into an agreement with Edgewood Center for Children and Families to provide family based ("whatever is needed") services including: case management, counseling and assessments, in-home therapeutic behavioral services, parent to parent support, family conferencing, educational and financial support and crisis intervention. Further, Edgewood- Turning Point operates a drop-in center in San Bruno for transition age youth (15-25) as well as supportive services and housing for transitional age young adults. The Center provides a safe and supportive environment with groups and services for youth.

Two Deputy Probation Officers are the assigned case managers for Probation. Wraparound Deputy Probation Officers provide intensive support and supervision services to extremely high risk/need families. They work in close collaboration with the Wrap Team and a variety of treatment programs as well as community based organizations. Recommendations for the Wraparound Program must be approved through the Interagency Placement Review Committee (IPRC) for youth who are at risk of being placed in out-of-home care. IPRC is a multidisciplinary team composed of Probation, Human Services Agency, Behavioral Health and Recovery Services, the County Office of Education and other members as determined. Wraparound Deputy Probation Officers prepare all court reviews which are held every 90 days.
